Workaround to use Netplay: disable Deterministic Dual Core (Rightclick on Freekstyle - Properties - in "Core"-Section set Deterministic Dual Core to "none". Run's on fullspeed when enabling "Skip EFB Access from CPU" under Graphic - Hacks. Most options don't have any effect on the framerate, but enabling CPU Clock Override and lowering it down to about 54% let's the game run at a constant 60FPS without glitches, but breaks the synch on videos, which is neglectable.
